By Kurt Kleiner in Washington DC ANIMAL rights campaigners are claiming a small victory in their efforts to spare animals from being used in toxicity tests. The US Environmental Protection Agency (EPA), which is preparing a new programme to review the toxicity of “high production volume” chemicals, says it will not require animals for some of the planned tests. People for the Ethical Treatment of Animals of Norfolk, Virginia, which is campaigning against the programme, says the decision will save 95 000 animals from being used in the tests, although it believes that around 1 million animals will still be required. The contested programme was inaugurated last year after lobbying by the Environmental Defense Fund of New York, which argues that not enough is known about the toxicity of chemicals used in bulk. The EPA agreed to work with the chemicals industry to investigate 2800 chemicals produced by or imported into the US in quantities of 1 million pounds (about 450 tonnes) a year or more. The EPA had initially planned to use animals in most of the tests. It now says that microbial and mammalian cell cultures will be used to examine genetic toxicity,
